The Approach:
Prajayatna’s approach to facilitating a systemic reform in the elementary education begins with finding a means of engagement with the education system by creating structures for communities to participate. An important aspect of the approach is institutionalising this primary engagement process. As a part of this the structures are then accompanied to a stage where they have the capability to function as accountable institutions.
The Process:
The key processes of Prajayatna in facilitating community ownership of Government schools involves the collection of Local Education Governance Data on aspects ranging from infrastructure, enrolment, dropouts, teacher regularity to existing structures for community participation and their efficacy. This information forms the basis for an initial dialogue with the community through a Shikshana Grama Sabha, a community meeting organised at the village level. This process sees to the participation of parents, teachers, SDMCs (School Development and Monitoring Committees), Grama Panchayat (GP) members, youth & women's groups and other interested individuals, to discuss school development and evolve a school plan.
The School Development and Monitoring Committees (SDMCs) are further facilitated to network at the Gram panchayat, block and district levels to become visible as a legitimate body of education governance that co-ordinates with the existing legislative and exwcutive machinery and increase citizens articulation in the existing decision making process.
Towards impacting the quality of learning, Prajayatna in collaboration with Sarva Shikshana Abhiyan- Karnataka has initiated- Kalikayatna-a Research and Evaluation project.It is a capability based approach that focuses more on ‘how children learn, rather than only on what they learn. This involves 22 government schools in Bilikere cluster in Hunsur Taluk, Mysore district. There are 1600 children and 60 teachers from classes 1-5 involved in the programme.
The Centre for People’s Policy in Education - is the support unit that consolidates the experience of Prajayatna across its working districts. It focuses on reflecting what people are saying about education- aspirations about what they want for their children, their concerns, opinions about key issues, challenges faced by stakeholders in engaging with the system etc. It also examines issues in the present education system, areas that need immediate attention and suggestions provided by concerned individuals in addressing some of the issues.
